THE ROLE OF ORGANIZATIONAL VALUES IN PUBLIC ADMINISTRATION

The aim of this paper is to diagnose organizational values and personal values of individuals towards work, on the example of public administration. In the research conducted on the Croatian public administration system several research methods were used – the most prominent of which are: the survey and poll method, the specialization method, the causal and functional analysis method – accompanied by various statistical methods. The research results have indicated the non-transparency of organizational values. Thus the most highly ranked organizational value (occupying the fi rst position) is ‘reliability’, as an aspect of the subordinate-superior relationship, while ‘work results’, for instance, are ranked lowest, occupying the last, fifth position, with ‘ competence’ as an organizational value ranked fourth. Personal values of individuals towards work are recognizable and are considered affirmative for work in the public administration. Thus ‘competence’ as a personal value of an individual ranked highest (occupying the fi rst position). It may be concluded from this research that the existing organizational values in the Croatian public administration provide hindrance to efficient work of public administration employees.
