GOVERNMENT ASSISSTANCE POLICY TO ECONOMIES OF THE EUROPEAN UNION AND RECOMMENDATIONS FOR CROATIA

Government assisstance policy has been incorporated into competitiveness policy with the aim to increase efficiency and potential of united market. Presenting the mechanism of definition, means of realization and goals of government assisstance policy, the author suggested indispensability of usage of this policy for concrete correction of growth policy and economy restructuring of members on various levels of economic development. The largest part of government assisstance in EU is assigned to decrease of regional developmental disparities and sectoral interventions for younger and non-developed members of the Union, while in a subgroup of developed members of EU the majority of government assisstance is assigned for so-called horizontal goals. The fact of active policy of government assisstance in less developed economies of EU has crucial significance for Croatia, because it talks about evolutionary approach to market instruments as well as about restructuring rate in which a state must participate preliminary defining it in terms of time. Systematic inclusion of government assisstance into structural policy of the Republic of Croatia on the way of European integrations and development of long-term and precise criteria for the same would mean decrease of constant pressure from economy to central state with demands for help. At the same time, economic policy must use its prerogatives to get out of stagnation, because all processes correlated to admission into WTO, CEFTA, and EU are the aim and long-term corrective of economic development of Croatia, but not the complex of measures for exit from economic crisis.
